feat: integrate Grafana dashboards into BOC DashboardPage

- Add Infrastructure Health section with CPU/Memory/Disk panels
- Add Service Status section with PM2/Docker panels
- Create GrafanaPanel component for iframe embedding
- Build passes successfully
